System 32 window

Every time I turn my computer on a system 32 window pops
up. What is it and how do I keep it from popping
up?

Using Regedit, change the following key:
HKEY_LOCAL_MACHINE\SOFTWARE\MICROSOFT\WINDOWS NT\CURRENT VERSION\WINLOGON
Change USERINIT from
C:\windows\system32\userinit.exe,c:\windows\system32\userinit.exe to
C:\windows\system32\userinit.exe,
