Reinstalling XP- need to reformat HD- format stalls out at 20%

I have tried about five times now to reformat my HD to reinstall Windows
after wiping the hard drive (I am selling the computer.) I've tried
reformatting with both the NTFS and FAT-32 systems. Every time, Setup will
reformat up to 20% and then stall out; even after 12 hours it will go no
further than 20%. What am I doing wrong/how can I fix it/how to keep from
throwing the bloody computer across the room?

Download/utilize the hard drive manufacturer's diagnostric utilities to
verify the drive is 'ok' and low-level (write 0's) to it. Then try your
install again.
