Suddenly Cannot login secure website with any browser

Have Windows XP Home with SP-1.
Only Firewall is the XP firewall.
Norton AV, disabled even, to test.

three year old Dell, 512 MB 2.4 Ghz Pent.

Can't login to ebay, my bank, webmail or any secure site. Fails with
Explorer and Netscape. Message is usually "Connection was refused when
contacting...", but sometimes MSIE just gives a 404 access error.

I have ran out of ideas. Could it be https pages? Or my certificates
have a problem all at once? I am looking for any ideas, please
