CANNOT SURF THE WEB WITH ANY BROWSERS

I've got a friend's PC with XP SP 2 (Pen 4 3.2 GHZ) that all the sudden he
can't surf
the web, it show "Internet Explorer cannot display the webpage" message. I
broght the PC to my place which is totaly a different eviroment (so I know
it's not his modem, cabling, ISP etc.) and it has the same problem. I
installed a new NIC card, different browsers ie.: Safary, Firefox and of
course IE7 no difference.
I can download anything with limewire, I can ping by address and by name and
I can also enter the IP address of google on the browser ie.:
http://xxx.xxx.xxx.xxx (I can't remember the IP address).
Because it belongs to a friend and I don't want to re-install everithing
from scratch, I disconnected his hard drive and connected a spare one and
installed XP not even the with SP 1 and it worked fine. I know you're gone
ask me... yes the PC is free from any viruses and there's no Zone alarm
installed and all the viruses or the windows defenders are disabled and it
does not work running on safe mode with network as well.
Please help I've run out of ideas...

Yes I did try all those processes before and sorry I could've mentioned that
but because I spent so many days and tryied so many things which I don't
remmember what I did, but thanks anyhow.

Locate and download the steps to reset the TCP/IP protocol stack. If
you are no comfortable with the command-line tools, locate the
"winsockxpfix.exe." This should do a complete reset of Microsoft's
TCP/IP protocol stack back to Microsoft's default. Then, you will
only need to redo any specialized VPN client installs.

I run the "winsockxp.exe" it said that it fixed and to reboot so I did but
still fail.
For your information, in the network connection status I can see activities
ie.: data sent/receive incrementing.
