sub web broken link

Using Frontpage 2002, have a subweb with 5 pages linked to the subweb for
employees only restricted site.
The page is showing up in the navigation, and in the folder list, but the
link is broken.
I have done repair hyperlinks. republished website and still can't see ;the
pages.
When you open the website, the link bar is missing and the web pages aren/t
being shown to the public.
go to edit the frontpage and you can see the pages.

Is there a easy way to fix the problem. When I republish the site get a
warning at the end : Server error: cannot create folder_ vti_cnf

Please help. don't have a recent backup.

Site looks ok from here. The page transitions are annoying but thats jmo.

FP Navigation components do not work outside of the web they were created in.
