Stuck

Hello, HP laptop with XP Home, not running (running extremely slow, can't
access any programs), tried system restore to no avail, tried safe mode, no
luck. Can't find backup CDs, what are my options? Do I need to purchase a
new OS or just an upgrade (or worse?)
