Stuck on "windows is starting up screen"

hello everyone.

till recently my computer was working fine (amd 2800+) however after the
computer froze once and then restarted whenever i load it up it just gets
stuck on the "windows is starting up" blue screen.

I am unable to open it in safe mode.

Does anyone know how i can fix this problem without having to reformat?

boot up with your windows cd and initialize the windows repair option.
Select new install, then select repair the found installation....
