Strange Error Message

I was runnig my anit-virus program, Norton's 2003, and s paper weight fell on my power strip hitting my on/off toggle switch - turning off my computer. Ever since then, when I turn on my computer and am at the desktop, while the program are still loading, I get a notepad window popping up with this message in
[.ShellClassInfo
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-2178
Does anyone know why, what it means and how I can get rid of it?

The subject behavior occurs because:

1. A Desktop.ini file exists in one or more of the following folders:
<drive:>\Documents and Settings\All Users\Start Menu\Programs\Startup
<drive:>\Documents and Settings\All Users\Start Menu\Programs
<drive:>\Documents and Settings\All Users\Start Menu

where <drive;> is the drive letter that Windows XP is installed on.

2. The Desktop.ini file contains:
[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21787

To fix this behavior:
1. Start Windows Explorer or My Computer.
2. On the Tools menu, press Folder Options.
3. Select the View tab.
4. Clear the Hide extensions for known file types box and the Hide protected
operating system files box. Press Apply and OK.
5. If a Desktop.ini file that contains:
[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21787
exists at:
\Documents and Settings\All Users\Start Menu\Programs\Startup
\Documents and Settings\All Users\Start Menu\Programs
\Documents and Settings\All Users\Start Menu
delete that Desktop.ini file. Press Yes to confirm the deletion.

NOTE: Right-click the Desktop.ini file and press Open to view its' contents.
6. Restart your computer to confirm that the problem is resolved.
