shell32.dll message

When I restart or start my PC a notepad message always pops up and it
says:

[.ShellClassInfo]
LocalizedResourceName=@%SystemRoot%\system32\shell32.dll,-21787

I can't play certain games and use certain programs all of a sudden
also.
