Startup Problems

My laptop has got XP Pro on it. For some reason it
refuses to start. Halfway through boot up it shut down
and starts again. I cannot access CD Drive to boot from
CD. Can anybody help? Know any software to help tune my
laptop (Samsung VM8000 series on Windows XP)
