"Start", "Run" Command Problem

I recently formatted my hd and re-installed XP Pro.

Problem: When i click "Start", then "Run"... the "Run"
window does not come up...actually it usuallly will come
up when i first boot up my computer... but then it won't
come up from that point on.

This was not a problem prior to re-installation.

Any help is appreciated.

Interesting... i just tried to click
on "Start", "Search"... nothing happens
and "Start", "Help and Support"... nothing happens...

So, that section... the lower right section... after you
click "Start", is dead.

Please help..
