Pause in Start-up After Desktop and TaskBar...

I have installed Windows XP Pro w/Service Pack 3. Presently have all the
updates installed and also have numerous Communications Type programs
installed, the system is not really used for entertainment as of Music,
movies and so forth. After a fresh install on a newly formatted HD (160 GB)
this problem started, Windows XP has always loaded fast, that is up to the
point after the Desktop and Taskbar shows-up. Set the cursor on the Task bar
and have the hour glass showing and the system clock on the task-bar has
stopped. This will last for a good 3.5 Minutes. During this time unable to do
anything the Start of Programs on the Task Bar. During this time my other
time program (Zone Tick) will load and show up on the desktop and is
functional I can start other programs from the desktop. After this pause of
loading the Task bar and the system time adjusts to the correct time
everything works perfectly and have not one complaint. I have a fast system
and good graphics and lots of RAM (2 GB), also have a dual boot with Vista
Ultimate on another (Physical HD not a Partition) no problems with it, the
BIOS updated and all the updates for the Mother Board from Intel. I first
noticed this happening after the install and started installing my programs I
even did a System Restore back to the time before other programs were
installed.

Is your system free from error?

Have a look in the System and Application logs in Event Viewer for
Errors and Warnings and post copies here. Don't post any more than 48
hours ago.

You can access Event Viewer by selecting Start, Control Panel,
Administrative Tools, and Event Viewer. When researching the meaning
of the error, information regarding Event ID, Source and Description
are important.

A tip for posting copies of Error Reports! Run Event Viewer and double
click on the error you want to copy. In the window, which appears is a
button resembling two pages. Click the button and close Event
Viewer.Now start your message (email) and do a paste into the body of
the message. Make sure this is the first paste after exiting from
Event Viewer.

You say "after a fresh install," yet you mention programs such as Zone
Tick, so something about your description doesn't add up!

Do you perhaps mean that you performed a Clean Install and *then* you
installed all your programs? That seems to be what you are saying at the
end of your post. If so, it must be one of your programs. And using
"System Restore" won't help you; you would need to identify the
offending program by disabling it -- either by disabling your programs
one at a time until you find out which one it is or by using the halves
method (disable half of the programs and if your problem stays, disable
the other half instead and narrow it down using the process of
elimination). Use msconfig:

Start | run | msconfig | OK

Start with your Startup tab. In the event you find no offender there,
look for the offending service in the Services tab. Make sure you check
the "Hide All Microsoft Services" box first and *then* click the Disable

Daave....First is that you need to reread what I wrote...I said a Fresh Install on a new formatted 160 GB HardDrive and the problem started after this install. I also said after installing some programs the problem was still there and I did a system restore back to where I first installed the OS. The problem is not with programs that I have installed ..but the system. The Zone Tick is a system time program on the desktop and will show the correct time 3.5 minutes before the task bar system clock.

Thanks Gerry.....and NO the system is not free of errors as I have looked at
the Event Viewer...I will post the messages here for you. Right after
start-up, with in the first few seconds, the viewer is showing 2 errors DCOM
and I changed the DCOM service from Automatic to Manual ...and then I changed
to Disabled...did not make a difference...just have not looked into these few
other error messages.

Lets try to eliminate the errors starting with those a the beginning.
Hopefully correct those will eliminate some of the later ones.

Select Start, Control Panel, Administrative Tools, Services and right
click on DCOM Server Process Launcher and select Properties. The StartUp
type should be Automatic.Change it back to Automatic

Select Start, Control Panel, Administrative Tools, Services and right
click on Network Access Protection Agent and select Properties. The
StartUp type should be Manual. Is it?

These changes may eliminate Event ID: 10016 but some more corrective
action may be required.

Event ID: 3095. -Is your computer a standalone computer?

Event ID: 111 - Remove your Kingston DataTraveler from the USB port and
check whether the Error Report ceases to appear.

Select Start, Control Panel, Administrative Tools, Services and right
click on HP CUE DeviceDiscovery Service and select Properties. What
StartUp type has been selected? What HP make and model is connected to
the computer?

I have not suggested a solution for every problem. Please post back
details of those appearing after a further boot.

Yes DCOM has been back to Automatic, Network Access Protection is Manual, the
computer is Stand Alone, I have removed the 2 Kingston Data Travelers, HP CUE
device is in Automatic HP make is HP and the model is 4400 All-in-one.
Remember too that this problem has been with me from the OS install even
before any updates....and the install disk did have the Service Pack 3. Once
the task bar is normal and the system time updates there are no problems at
all. I also made a SFC scan of the system checking the install disk against
what is installed now and there is no problems with a corrupt file or a file
that had been changed.

I have 4 physical HDs on this machine I am thinking that I will partition on
of them and reinstall the Windows XP to the partition. Just to see if I have
the problem on another HD...I guess to use it as a learning experience also.

Installing another copy of Windows XP would be a waste of time.

Event ID: 10016
This suggestion looks to be a starting point.

To correct this error do the following:
1. Open Component Services, go to Computers -> My Computers -> DCOM
Config.
2. Expand DCOM config until you get down to the CLSID, they appear after
the named items.
3. Right click the CLSID, check the launch parameters; they will
probably be set to custom and not containing any accounts.
4. Use the SID in the event log item, run it against PsGetSid, to get
which account is needed.
5. Put that account in and configure the necessary requested launch
permissions.

PsGetSid is part of a growing kit of command-line tools that aid in the
administration of local and remote Windows NT/2K systems named PsTools.
