Very Strange Windows XP boot up problem

OK here is a really strange one and please read the whole message
before you write up your answer

Problem description:
Stand alone computer, with internet high speed connection, running
Windows XP boots up. User logs in and the desktop starts to load. It
has icons on the desktop and looks to be loading the system tray (the
icons on the lower right hand side of the screen) but at this point
the whole system seems to stop and does nothing for 8.5 minutes.
After this time the computer loads the system tray and the computer
runs normal.

What has been tried so far:

4 different virus/spyware/ adware /root buster software have been run
and no problems have been detected.

The system does not have this problem when it is brought up in safe
mode.

Start up file had been check and clean up with all items removed and
put back in many combinations with no changes

New user’s profile was created from scratch and it has the same
problem same problem

All windows updates and patches are installed.

No new software has been installed since this has started.

Two different Registry fixing software has been run / fixed and the
problem continues.

Task manager can be brought up during the 8.5 minutes and it show
about 30% CPU usage. Nothing unusual seems to be running as a
process.

I’m stuck for ideas does anyone else have any thoughts?

The speed of the user's internet connection has no bearing on the time
needed for Windows to startup.

Registry cleaners have no proven value and frequently make problems worse.

The fact that "no new software has been installed since this has
started" is immaterial. What may be material is what changes were made
/before/ the problem started.

The fact that "the system does not have this problem when it is brought
up in safe mode" might be relevant:

I did not say the internet speed had any thing to do with it I said try it
with the internet connection off.
You have to start somewhere.

Hi E.I,m not an expert or as pc smart as PM and LG.Not trying to be a smart
ass but i noticed that it sounds like a startup problem.If it were doing that
to me the first thing i would check is to see what is starting when i start
the pc.Just putting it out there but anything that is running when i did not
activate it is usually a startup program that is set to come on when i
start.Not trying to cut your grass PM,LG.Just trying to help.Because i,ve
read posts you 2 have posted and i wouldn,t try to call either of yous
down.Just thought it might help.TERRY.
