Start Menu vs Classic Start Menu

Some of our XP machines were set up with the Classic start menu. We
want all our students to use the normal XP Start Menu. I have created
a policy to do this with some other restrictions like seeing Logoff
option, not seeing My Network Places etc. I know the policy is
working because these items just mentioned work but the Classic Menu
is still showing. For some reason I cannot force it to use the normal
Start Menu. In User/Admin Templates/Start Menu I have disabled "Force
Classic Menu" but still no luck. I have seen a few posts with this
same problem but no fixes. Does anyone have a fix for this?

If your RAM is not enough, Windows switch it to classic type.
Or you can check Control Panel-->Efficiency-->System-->Advance.

I can set the normal Start Menu with no problem and use it no problem
on these machines (512MB Memory). However we need to set it through
group policy so it is consistent and doesn't get changed to Classic
Menu. Memory doesn't seem to be the issue for these macines. Any
oher ideas?
