All programs is not appeared in Start menu

Dear Team,
One of our Client has no All programs in Start menu. He uses the two coloumn
version of Start menu, in Win XP, SP 2. So, when the All programs shall be,
this field is empty. When he choos classic view, Programs option is in the
menu. Switching back, still not appeared.

What is the solution?
