standby/hibernate option no longer available

Im running XP home on a dell 5100 laptop. Previously in my shutdown menu there was the option to standby, the option is still there however it is grayed out and I cant select it. I have tried adjusting the power settings and the standby option is not available there either. How can I restore this option?

choose H and scroll to Hibernate.
