Specific folder Opening on login & Download SAve AS

When I log into my desktop, a folder opens C:\Program Files\Steam I have checked 'msconfig' and the startup folder and cant see why this is happening. Can anyone help

Seccond Question :

When I download a file or 'click the link' such as a winzp file it automatically downloads the file to my Temporary Internet Files and executes the ZIP in 'Winzip'. It used to ask me where I want it to save to such as 'Save As....dialog' I dont know whats changed but how do I put it back, Any help appriciated. Thanks.
 
In Msconfig,services,hide all microsoft,then disable all,leaving all microsof
services running.Apply,close-out,restart computer,if the folder opens its in window
software,if not its part of an add-on.Re-open Msconfig and return disabled to enable.
 
Go to internet options...advanced tab and check Notify when downloads
complete.
