sound problems

I am trying to get my new PC to play from a digital camcorder. The picture plays fine, but there's no sound. Sound works fine when I play a CD or other applications. There is an odd soft sound - like a scratching sound - when I move the mouse, and the PC sounds like it's 'ticking' like a clock

Any clues about what I should do?
