Some problem with Windows XP and IE

I am helping someone to figure out his computer. Have some difficulties in
finding a solution. Here are the list of issues:
1)Fast User Switch doesn't work. First user that logins in the machine
'owns' it. If he wants to switch the user system tries and then logs out
right away without any feed back. there are not passwords set up.
2) One application that used to work before stop working. (ActiveHome). It
is win 95 application but it wouldn't run even if I try to set compatibility
to win 95
3) IE including Windows Explorer doesn't show main menu. Right clicking on
the toolbar doesn't show context menu.

I did searches but couldn't find anything that would help to solve these
problems.
Any ideas?
