Problems with IE

I seem to have some problems with my computer.
One of the issues is that I can't see main menu for the IE. Right clicking
on the toolbar doesn't show anything.
I am running Windows XP Pro with SP2.
Toolbars are not dockable - how do I change that without main menu?

How can I show main menu? Is there any way to fix IE installation without
reinstalling Windows XP?
