When I play any game, even ones that came with the computer like pinball, the
window is very small. I cannot change this, even the mouse will not go
outside of a certain area. This troubles me because I want to play vice
city, which I have played many times an it works. I repeat even windows
games do not allow me to use full screen, rather the when I trie to do so the
whole desktop is with in a very small window. I resently installed C&C
tiberian sun. Could this impact my problem? Please Help!

Are you using an LCD monitor? It sounds like rather then scalling the
resolution to fill the monitor it's just doing it native.... Basically
showing it in it's real dimensions rather then filling the screen.

Somewhere there will be an option to scale. I've got one on my ATI drivers
(Right click desktop / Properties / Settings / Advanced / Displays / "scale
image to panel size") and also within the monitor options, it may or may not
be there depending on your drivers or monitor, but it should be around there
somewhere.

However with modern 3D games they also themselves offer the ability to
change resolution - ideally if possible this should be the same resolution
as the display as this will result in the best image quality. I'd guess if
you are using an LCD that this is 1280x1024, that's the most common, again
looking in the display options as outlined above should show the maximum
resolution.
