Slow operating On A fast Computer

My computer from time to time stuffs up and starts running like as if it is
slow the mouse jumps and sound is messed up like as if I am listin to a
scratched cd.

Note:- it seems as if it is trying to open a program costantly but it
doesn't show up in my task manager. This problem usually occurs when I either:
reset when the com freezes or;
when I take the com into my room to use my television and headphones

I used to be able to fix this b restoring the computer to the day before,
but now it won't let me do this either as when i go to log on it freezes and
i have to restart and then the problem is back again.
