Slow network Download

I have 2 Gateways, the older with XP, The newer with Vista. Both hard wired
to Linksys cable modem/router. The XP machine has started becoming very slow
on the internet. It has a download speed of only about 3m when it should be
around 10mb. Its upload speed is normal. The other machine is averaging about
9.6. I have tried changing ports, cables etc however it appears the problem
is only in the XP machine. I have just installed a new network card...but to
no avail. Any ideas.

Try run,type:cmd In cmd type:netsh Winsock reset Close out restart pc.
Also,have you unplugged the modem,try it for 20 seconds or so.
