slow moving windows

My computer has a Celeron processor with 1.7 Ghz and 192 MB of RAM, with
Service Pack 2. My windows on my computer carry a "delay". This "delay" cuts
frames when moving the windows. When I scroll down when I'm using internet
the delay happens also. I have updated my virus definitions and checked for
viruses, but this does not resolve the problem.

Please help me,

Try Ctrl+Alt+Delete to bring Task Manager and
select the Performance Tab. What is the Commit Charge? What was the
Peak?

I would also like to know the Total and Limit under Commit Charge.
However, just on the figures you provided RAM memory is an issue.

What is the make and model of your computer? What is the make and model
of your motherboard?

What is the capacity, used space and free space of your C drive In
Windows Explorer right click on the and post the details? Is the drive
formatted as FAT32 or NTFS?

Next right click your My Computer icon on the Desktop and select System
Restore. Which drives are shown as Monitored and which as Turned Off?
Click on each drive shown as Monitored and then Settings. Post details
of disk usage -percentage and mb.

You might do well to download and install Everest Home Edition. This
freeware programme is excellent for getting information about your
computer:
