slow file operations

I have a Win2k Pro, SP4 machine that is taking FOREVER to create new
files/folders via Explorer, or even via the Save As dialog in Microsoft apps
(25-30 seconds between Right-Click, New, Folder and the folder icon
appearing and allowing me to name it). Locally files/folders as well as
network. Now, I can create a new folder in a nanosecond if I drop to a
command prompt, or even via admin share remotely. I have tried uninstalling
A/V, Indexing service is turned off, spyware apps have been ran and reran
and come up clean. I'm at wits end...can anyone help?

Possibly a lot of items in the context menu (shell extension), see
what all programs have registered for shell and go to their settings
and disable them. I would also suggest you try defragmenting for some
improvement
this may help if the drive was badly fragmented, things might get
smoother with the defrag. Gud Luck.
