Shutdown reqires close of applications

When I try to shutdown Win 2000 Pro with applications open - the computer
will not shutdown unless I close all applications - even explorer.

This was not the case with XP or 98. Is there a setting that I need to
change which will let me shutdown just from the start button?

I would hibernate but for the fact that my CABLE broadband service seems to
require a full boot-up to be able to reconnect. Coming out of hibernation
often stops the cable connection from re-connecting.
 
Remeber that hibernation takes a snapshot of what you have running and in
memory and physically saves it to the HD. Therefore, your cable will have a
conflict with getting reconnected as the settings used to reconnect have not
been properly flushed out and refreshed when you resume from a hibernation.

Try doing a IPCONFIG /renew and see if that helps

Hibernation is a nice idea but there are many issues that go with it as many
applications throw a fit when resuming from hibernation.
