Win 2000 shutdown hang. How to troubleshoot ?

When I shutdown my Win 2000, it hangs. It will shutdown to the
message saying that windows is shutting down, then the message
disappear and then a graphic blue screen (not the blue screen of
death) is left. I can still move the pointer using the mouse.
If I first boot up in Safe Mode, then shutdown, it does not hang.
What does this mean ? Some drivers are holding up the shutdown ? How
do I identify what is loaded that is causing it to hang ?
