Restart & Shutdown Hangs

When I attempt to restart or shutdown, it hangs up on a
solid color background screen.

I'm able to move the mouse cursor around.

Does anyone have a suggestion for a possible solution?

Running the latest Service Pack and patches? How about your BIOS, is it
up to date?
