Shut down problems with virus scan installed

I recently had to replace hard drive and reload xp. Worked fine until
downloaded Mcafee. Then would not stay shut down. Tried a Norton. Same
problem. If I put cable modem on standby or remove ethernet cable before shut
down, it powers down right fine. Had in to a tech. been chatting with Mcafee
and Norton and have read a lot of the post on this site. Can't seem to find
an answer that fits. My laptop with Vista works fine. I know this a long
post, but I'm venting as well as looking for help
