Sharing a document

I created a certificate. Is it possible to send this document to someone else
to complete, but not allow them to make changes to the certificate? If so,
how to I do that?

Yes, if you can make the document into a PDF file.

If your certificate has been created in MS Word then you can put text form
fields where you want the answers to be completed, then go Tools/Protect
Document, choose second restriction (Editing Restrictions) and "Filling in
Forms" from drop down menu.
