Shared pictures not shared

I've been having this problem forever and cannot find an answer on the
net (or groups)... My wife and I both have user accounts on XP Home on
this computer. They are both administrator-level accounts. She
downloads photos off the camera into the "Shared Documents/Shared
Pictures" folder that XP Home comes with standard. This is supposed to
allow others on the same machine access. It does not. I can click (on
my side) into the shared pictures folder and see the subfolders
(complete with those little mini-thumbnails-in-a-folder icons), but
then if I click in, I get "no proview available". If I try to copy one
of the photos to my desktop or whatever I get "Access is denied".

Yes, I've gone into the share settings for the folders, both as myself
and my wife and all there is is some thing about how this is a shared
folder for all users of the computer and there are NO options for
modifying or adding permissions. Anywhere.

Help!!

Did you happen to check the Security Permissions on the folders.
This must be done in Safe Mode since you are XP Home.
