Setup freezes at Computer name

I had to format my pc and start over because I got a new one and was giving
my old one to my nephew and after the restore disks were done, Windows
started up. It got to the point where it asks for a computer name and
description so I entered Travis for the name and Home pc 4 for the
description. I click next and I get no further it just stays on this screen.
I powered down the pc and unplugged the network cable and rebooted. It got
to the same screen with Travis already in the Name field and I clicked skip
and it still froze there. I again powered it down and with the network cable
still unplugged I booted up again. This time going into the bios and loading
the defaults. It rebooted and back to the computer name again. This time I
entered 12345678 and no description. It just hangs there. The mouse goes
back to the pointer and the back and next buttons are greyed out. What can I
do. These are the orginal restore cd's that I got with the computer so I
know thats not the issue.

when it freezes on you, you powerdown

how long do you wait before you powerdown ?
1 hour ? or shorter ?
 
I let it set on that screen about 45mins then I power down. Wait 2 minutes
and power back up.

OK, 45 minutes, I would call that a hang as well...

you said "It got to the same screen with Travis already in the Name field "

that means to me that it did not start over with a new clean setup, but
started where it left off

Please do the following:
-boot from the recovery CD
-if there is an option to "delete" the partition, go ahead delete the
partition
-then continue the install process
