You're trying to communicate by NNTP. Default ports are 119 and 120.
Make sure your firewall is configured for these ports (if you don't
have a firewall: Set up the firewall in XP immediately!). Do you have
configured the news server address given by your provider?

BTW: Error messages do have a text (most of the time) which will give
a hint about the problem. If you don't want us to help, you are not
allowed to give us any hint about the hint.
