Setting up Newsgroups

I am new to the Newsgroup thing and I understand it works like reading emails
and you can also dowload other things. I am wanting to know how to set up
Outlook 2003 for newsgroups

Outlook isn't a newsreader. You can use Outlook Express for that.
In OE choose Tools-> Accounts-> Newsgroups->Add

You are currently connected to the server;
msnews.microsoft.com
and looking at the newsgroup;
microsoft.public.outlook.general

Clicking on the link below should also work;
news://msnews.microsoft.com/microsoft.public.outlook.general
