setting up restrictions in Win 2000 Pro

I would like to set up a user so that when the user logs on, he or she will
immediately be sent to a particular website, and create this so that the user
will not have the option of going to a different website until they click an
"I accept" button on that particular website. I thought of configuring Win
Explorer so the home page could not be changed, but there seems to be too
many other ways to access a different website. Perhaps I could write a script
that would automaticall ping to the afore mentioned site, whether or not Win
Explorere is open? anyone have any other ideas?
 
The usual way to do this is to enforce authentication with a proxy server
and to do the restriction there.

Do you have a proxy server at all? Not sure if this is likely, as you don't
give any indication of the size of your organisation.

Locking down a PC to that extent, while still allowing other software to
run, will be very difficult. Not saying it's impossible, but the Internet
gateway is the more normal place to restrict this kind of thing.

Thank you Oli for your response. I am aware that the internet gateway would
be the normal way to do this. However, what I am trying to do is to eliminate
the need for the network completely, and be able to exert some control via
the internet over a user no matter what WiFi connection s/he may be using.
The only program that the user would have on the laptop would be Win Explorer
(and axilary programs necessary to utilize the internet effeciently such as
Adobe Reader, Flash, Media Player). Any ideas would be very welcome. Thanks.
