Setting default programs by user

I use Outlook 2000 for synchonizing Pocket PC. All my other family members
use Outlook Express for their email client. ActiveSync keeps trying to
install on their desktops and Outlook wants to be set as their email client.
How to set the default programs by user so we don't have to keep seeing
these program install pop ups?
