set up account for kids

Can someone explain how I can set up an account for my
two young kids where they cannot open anything except for
a few specific programs and possibly internet explorer?
I have a computer I let my kids use for their games, my
son keeps "breaking" it... I'm sure there's a way to do
it, but I've looked what seems like everywhere and I
can't find a how-to anywhere!!! The computer is running
XP pro. Thanks!
