my firewall frequently asks me if i want to allow
the "services & contoller application" to access the
internet. what the heck is that?

Beats me <g>
I couldn't find anything in our database on that msg using both "and" + "&"
in the query (and also in google), so would suspect it is specific to
whatever brand of firewall your using.
You might want to also post the brand/model/etc of what you have to see if
anybody else has the same thing and has seen it before, and/or also contact
the vendor of it to ask them

Kerio (Tiny Personal) Firewall uses that description for
c:\winnt\system32\services.exe
IIRC it is used for DNS lookups, etc
I would say it is reasonably safe, but you can also set up more specific rules
for the traffic you allow
e.g UDP remote port 53
