Sent message rules

I am trying to find a way to do one of two things on outlook express.
I need to make sure that if any mail is sent from a PC that a copy of that
email is sent to another specific email address everytime without the emailer
being aware of it.

Or is there a way of setting up oulook express so it will only send to a
specific domain. This is not be routed through a server so i need to set the
rules up on the PC itself.

97/98/2000/2002/2003/2007 from the Office suite of products. Outlook
Express is actually a separate program despite the similar name.
