Sending emails only possible on opening mail

Hi,

I have had to reload everything onto my computer following it being hacked.
Having reloaded my mail I can now only send emails if I shut down and re-open
the mail application.

The mail goes fine, but if I click the send and receive button on the tool
bar, nothing happens. I always have to shut down with the x and the restart
mail and it then checks for messages and sends.

However, it does check for new messages periodically without having to
close, but sending seems to be an issue.

Any ideas anyone?

That symptom is usually caused by interference from an antivirus
program. Which antivirus are you running?
As a minimum, email scanning in the antivirus should be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

Email scanning in any antivirus should be disabled, for reasons
explained here:

If no improvement after disabling email scanning, consider upgrading
to Windows Live Mail, because it is less prone to suffering bad effects
from overly intrusive antivirus programs:
