Send/Receive Commands stop working

I am starting a new thread since I have some additional information on this
problem. After I open Windows Mail, the Send and Receive functions will work
correctly until the following condition occurs: When I reply to or forward
an email message in my Inbox, it goes into the Outbox. If I then store the
original email into another folder before I press Send/Receive, neither Send
nor Receive will work. The only solution after this happens is to shut down
Windows Mail and restart it again.

Any thoughts on what might be happening? I do not think it is related to my
anti-virus protection.

I don't see the new thread here yet. I assume people will wait and reply to
the new thread. If however you think this is the new thread, then you need
to understand that a new message is not a new thread.
are you using Windows Mail for this newsgroup? As best as I can tell, you
are not, so I don't know how you create a new thread, but it is not done by
replying to a previous message.

Sorry about that, Sam. I was not replying to a previous message but was
creating a new subject that was a follow-on to a subject that I had started a
few days ago. Since I had not gotten any responses that got me closer to
solving my problem, I started this new line with additional information that
I have learned on my own in the meantime. If the proper phrase is not
'tread', then I apologize.

Now can anyone tell my why my Send and Receive commands quit working under
certain conditions?

The accepted procedure here is to post in your original thread when
you have additional information.

Please explain what you mean by "If I then store the original email
into another folder before I press Send/Receive..."
Are you moving that message from the Outbox to some other folder?
If so, why?

Also, which antivirus are you running? Some of them cause problems
with Windows Mail over time.

I often save emails sent to me in folders organized by subject. So after I
send a reply on to the Outbox, I may save the original message from the Inbox
into a subject folder. If I do that, then clicking on the Send/Receive icon
in the Toolbar will no longer work to send my reply from the Outbox and
retrieve other messages from my mail server. Even if I open the drop down
menu from the Send/Receive icon and click on Send or click on Receive,
nothing happens. In order to make Send or Receive operational again, I have
to close Windows Mail and open it again.

The antivirus I am using is TrendMicro.

This sentence doesn't make sense to me: "after I send a reply on to the Outbox,
I may save the original message from the Inbox into a subject folder."

Sorry, but after a message goes to the Outbox there is no longer an original
(or copy) of that message in the Inbox. Please explain exactly what you are
doing.

Trend Micro antivirus is among the top three troublemakers for Windows Mail.
First, go into its settings and disable any interaction with email, then try
Windows Mail again. Antivirus email scanning should be disabled for the
reasons explained here:

If no improvement, do a trial uninstall of the antivirus.

Looking at this again, apparently by "original" you mean what was
sent to you by someone else, not your reply to it.
In that case, the only culprit I can think of is your Trend Micro antivirus.
