Receiving/Sending mails stopped

When I open my Windows Mail and trying to send a new e-mail,
the mail goes to the outbox and then it´s stop.
In right lower corner of display systems says "sending e-mail".

Even if I try to receive new mails, system shows "receiving e-mails"
in lower right corner but nothing happens.
When closing down program and reopen. It take some minutes and then
an error message "It was not possible to start Windows Mail due another part
of Windowns Mail is still running. Logout from Windows and restart Windows
Mail. If problem still occurs, save your work and restart computer".

I have restarted and same problem. When checkin with by email-company all
settings ok. It is possible to send and receive mail via the email-companies
webmail access.

Any suggstions about this error?

View the details and there should be an error message. That error message
has key information that will reveal the problem.

Did it work previously, and if so, what things co-incidentally happened to
the system?

Do you get an error message when you try to send? If so,
right-click on your error message, copy, then paste it into a reply here.
We can't do much troubleshooting without the complete error message.
