Security Update 819696 continues to request downloading

For several days now, everytime I check Windows update
this critical patch indicates that it needs to be
downloaded. I've downloaded this patch 3 times now.
What's wrong?

Hotfix - Manual Entry. This small VB Script utility will allow you to enter
the KBxxxxxx or Qxxxxxx number, and set two Registry settings that should
prevent you from being prompted to install this patch again. Make sure you
get the KBxxxxxx or Qxxxxxxx number right.
