An IP camera is *not* a security system, although it may show you
someone breaking into your home if you happen to have the camera focused
on the precise spot where the intruder happens to be.
You want a security system first, and then the ability to access that
system over the Internet. You might take a look at the Insteon and X10
systems here, but I can't vouch for any of them:

Try asking in alt.home.automation, but if you do, be *sure* to not use
your real email address when posting (as you did here).
However, unless all you're talking about is something like temperature
monitoring, you're probably better off getting a security system that is
monitored by a 24/7 service. Keep in mind that the big national brands
like ADT and Broadview (ex-Brinks) may not be the best solution in any
given neighboorhood.
