Section Break Problem

I have a 4 page cover letter and want pages 2-4 to have a different header
and footer. I have only been able to make pages 3&4 H&F changes by:

1) inserting 2 Section Breaks Continuous on page 2
2) Eliminating the Link to Previous on page 3 for both H&F

Why cant I get page 2 to behave like pgs 3 & 4?

You do not need to use any Section Breaks. On the Layout tab of the Page
Setup dialog, check the Different First Page box. Then you can set up
separate headers for the first page of the document and for the balance of
the document.
