I am selecting continuous. Under Page Setup > Layout > Section Start, "Continuous" is selected and Apply to is set to "Whole Document."
I am working in a single column format, so according to what I've found online which says footnotes should only continue to cause this problem if I am working with multiple columns, that is not the problem, or should not be.
And yet, a footnote after the break but still on the original page still creates a problematic page break. Please help!
