Windows itself doesn't control the brightness.
On my Dell laptop it has a key to control this - and audio. Typically all
screens should have controls within them.
However sometimes you can alter brightness and gamma within your graphics
cards drivers, both ATI and nVidia's have these settings in their control
panels.
If there's no obvious way to get at them with a shortcut or similar. Right
click an empty area of desktop go to properties, then to settings and click
advanced you should then have various options in different tabs in that
window. However this is dependent on your graphics card and drivers.
