scratchy sound problem

this is an interesting one.

i started using skype a few months ago, but only actually used it once and
that was to make sure that it worked. and it worked fine. but now i'm living
in a different country and when i tried to use skype the sound came out
really scratchy and distorted. hmmm.
but when i used itunes the music played fine. then the sound for everything
else started going wonky. like the happy little start up noises and
everything, they are all scratchy too. some websites will play sound fine but
others wont. so it sounds to me like it's a settings thing.

anyway, i went through the windows troubleshooter, the toshiba
troubleshooter and the skype troubleshooter and nothing they suggeted helped.
though i did find that one thing they had me change made itunes go fuzzy too
until i put it back.

anyone have any suggestions?

I'm getting scratchy sound on IBM machines, and I am pretty sure it's a
driver issue for the multimedia/audio subsystem.

I haven't played around very much trying to find the reason, but I know
it's an annoyance!
