I am using a dell which I recently installed xp on. It
works great but the sound I get for each function such as
opening a file or starting xp is a scratchy distorted
sound not the tada etc. I should add that I have santa
cruz turtle beach for my sound.

Try adjusting the master volume from the Volume Control.
Set it to the lowest then slide it up slowly while playing a sound.
Some audio driver has a VERY loud volume even if the master volume is at
25%.
