rules for fax message on Outlook2002 does not work!!

I recieve fax messages with Outlook2002 and I want move all messages from fax
to a specific public folder. So I created a rule to move all messages to the
specific folder and It works very well except messages from fax.

Every mail is being moved very well to the folder but the fax messages are
not being moved. Only when I apply the rule by myself not automatically, the
fax messages move.

what should i do for this.
(I tried this with Outlook2003 but still in the same situation)
 
Outlook contains an Object Model that would let you script firing the rule
with a single click, but it's probably just as easy to manually apply the
rule. Rules are only fired on arrival into an Inbox folder.
